dead mobo?

I bought a GIGABYTE GA-8IK1100 from newegg late last week to replace my asus P4C800 dlx that died on me and it arrived today. I set up the system and connected everything up, turned it on and nothing shows up but all the fans are running and the hd spins up. No beeps at all. Do you think the mobo is somehow bad, but if it was it beep the error code for bad m/b or ram, right? Seems like its not booting into the bios. What should I do?
heres some links.

Non of the risers are conected the only things hooked up are the..
cpu-2.8ghz p4 800fsb/2.4ghz p4 533fsb
ram-1gig 400mhz corsair (2x matched)
vid card-9700pro/ geforce fx 5600/geforce 2
hd-wd 100gig win xp installed/wd 80gig win 2k installed
psu- 400watt generic
cd-rom- hp cd writer plus
I know all of these components work, so the only questionable thing is the mobo. I have reseated all components. No beeps on any boot but everything spins up. Since the beeps are bios based and this mobo has beeps for anything (beeps upon successfull start or coded beeps for failure).

In the manual it say to make sure all the jumpers are set right for the cpu, etc. but only talks about audio jumpers and they're the only ones I can find on the mobo.

Good news everyone I was thinking about teengeek88's post and decided to reinstall the whole system outside of the case. So I did and sitting on the table I got it to work after a little readjustment. I looked in the case to see if there was anything that could cause the problem, sure enough at the top of the case there was a flap of metal sticking out to support the psu but it was to low and was touching where the mobo would be (perhaps this is what messed up my old mobo). I bent these down and installed the mobo, it turns on and boots into the OS with no problems. There is slight instability problem with the OS but I think its because I haven't reinstalled the OS since I installed a new mobo, I'll do that tomorrow. I want to thank all of you for your help.
