Taskbar Problem

Here's one I haven't heard of before.

I received an E-mail from a guy that browsed my web site for a possible solution to his problem. Here's the question:

When I lock my taskbar just the way I want it, I find that the
next time I reboot, it goes back to being a 1-line taskbar. How
do I cause it to stay the way I want?
Anyone have a solution? It sounds to me like a system file corruption of some type. I don't know which file controls the look and function of the taskbar.

I'll direct him here if someone comes up with a solution.
