can't receive emails in outlook express

I am using pipex for my ADSL and can't receive emails in outlook express.I can send but not receive .In the past i received but had to change my incoming mail (pop3) to "pop.dsl.pipex.com" each and every time i wanted to receive an email ,it kept going back to "local host" every time.Now i get the "logon "window" with password which keeps reappearing untill i get the following error message the password is correct.
" There was a problem logging onto your mail server. Your Password was rejected. Account: 'pop.dsl.pipex.com', Server: 'localhost', Protocol: POP3, Server Response: '-ERR Could not determine server', Port: 110, Secure(SSL): No, Server Error: 0x800CCC90, Error Number: 0x800CCC92 "

I use Pc-cillin 2003 someone said this might be the problem and tried updates.
No matter how many updates i get it doesn't resolve the problem .

Any ideas? please

I had Norton Anti Virus setup one time to check my mail at my server before a download to find and repair/quarantine anything with a virus attachment. NAV added a statement to the POP3 that would not allow a connect to my email server. I could change it back and it would stay, however.

Have you written or called your ISP with this?..good place to begin I would think.. other than that, any chance you may have picked up a bug (trojan)?...they do funny things to POP email settings.

i am experiencing the same weird occurences in my msoutlook xp. even in my mozilla mail. is this some kind of a virus activity.?

There are times when I can send mail but not recieve...even when I send mail..it doesn't go out of the server. Recently, I had not received my "daily" note from a cousin who keeps an eye on me. I can depend on a one-liner from her each and every day..if I do not get it..mine or her server is down. I did not get her note one day, so I sent her one saying that I had not heard from her that day...the next day, I got two from her..one was the missing days note that I had not recieved..but, when I told her that I had sent her a note anyway telling her I was fine...it left here, but she did not receive that one either...so, my whole email server was down all day..and what appeared to be sent, was not going any further than my email server.

I am reading that spam email is playing he** with the POP email servers, and sometimes they have to just close the doors for a few hours until the system slows down.
