What kind of camera will you be using? Analog or digital?

If you use analog there are two ways to do it:
1. You can use a tv capture card and import your video through that or
2. You can buy something like Pinnacle Studio 8 AV which has a pci card that you install to import your video.

If you use digital you can import through a firewire (1394) or usb port if you have either of those. If not, you can get a firewire/ usb 2.0 pci card and use that.

Then you will need a program that will let you edit your video. We use PS 8 but there are many kinds of software to choose from. PS 8 has a lot of good editing features in it and is easy to use but we do have trouble burning to DVD with it. We use Nero to actually burn the DVD.

This is a good site to help get you started. It has a lot of good information in it.

Hope this helps you some.

Yes

If it is from a digital camera. Analog is not as good as digital but it is still good. Depends on the camera really.
