Computer Won't Boot

Is there a way to tell if the motherboard or the CPU or both are bad?

I've done every test you can think of, but since this is the only Socket 370 mobo and Celeron CPU I have, I can't swap out for known good ones to narrow down which components is bad.

So, I'm asking you guys, is there another way to tell which it may be?

When I boot the machine the "Power LED" comes on for about a half-second then goes out and the machine is dead. I'm not sure of the history of this machine seeing as though it was found in a heap of over crap, so I can't be sure what else to look for.

Please help!

look for chips/cracks in the cpu and blown or bulging capicitors on the mobo

if you take out the cpu, does the mobo beep or act any differently? If it doesn't, it won't tell you anything, but on the chance that it does, then it's the CPU.....I think.

what about the chances of the power supply gone bad?

I doubt its the cpu then if it comes on at all...seems a dead cpu would not allow it to boot at all.

Have you stripped off EVERYTHING else such as drives, hard drive, cables, floppy cable etc etc...and it still does it?

I have tried three PSUs.
The only thing hooked up is:

-PSU
-HDD
-CPU
-CPU Fan
-RAM
-(It has on-board video)

I will try to boot with out the CPU and see if it gives me a beep code. At this point though it has not given me any beeps!
