You really need to edit the "more info" under user cp/edit options/other options/avatar. Get rid of "Here's the list of currently available avatars", or provide some default avatars for the graphically naïve. Then you won't have to answer the same question from junior members all the time.

By the same token: the "what is the signature for" section of the FAQ needs to be rewritten, too. It's obviously generic, but the phrase "if the administrator has enabled signatures" suggests that this might be a possibility. Since it's a policy not to, people should be informed up front.

Both of these issues are ones newbies ask about all the time, and they wouldn't have to if the FAQ were up to date.

I think the problem is that they do, and they're misled by them into thinking they can pick an avatar or use a sig. Then they find that they can't, assume that they're doing something wrong, and come running for help.
