Whats with the ratings in the forums?

I notice that one thread in general gaming has full rating but i'm not sure how you rate a thread or even if we are meant too.

It appears that certain forums (all of them AFAIK except Gen Tech and the Community) have an option to rate the thread when you reply to it. In the reply window, you have these "boxes":

Not sure if there are any other limitations to this option besides it not being int he gen tech and community. Also not sure if that is by design or not.
