How to get Ratings

I have a website and I sell computer parts, how do I get my customers to rate my site Ricks PC Parts
I have a large customer database and fair search engine ranking but I'm not sure how to get seller ratings. I have read the horror stories of buyers being ripped off by these websites. One in particular, waiting 2 months for a refund because an item was not in stock. Mine is setup so that the customers card is not actually charged until the order is processed and ready to ship. I'm seeking advice or criticism on this matter as I am lost.
