Rebate ratings?

Would a separate ratiing for complaints specifically about rebates be helpful? I see that CompUSA is in trouble about that today (4/26/05 news), and Ben himself has noted that Seagate rebates might be 'iffy' in his own listings at bensbargains.net. I think it would be useful to shoppers and to those investigating consumer fraud. (Or is there another site doing this well enough?)

I'd like to see some ratings of the rebate tracking companies like Onrebate.com which is used by TigerDirect. Also I think it is a good idea to have an area that could be checked for companies with problem rebates. What is the scoop on Seagate?
