Remember Bush announcing major funding for

AIDS programs in Africa? That was front-page stuff.

This is on page 17.

Hardest hit would be the United Nations-supported Global Fund to Fight AIDS, Tuberculosis and Malaria, whose contribution from the United States would drop to $200 million in fiscal year 2005 from $550 million, according to Congressional officials who have been briefed on the president's budget proposal.
Such a familiar story: announce a program with much fanfare and promised funding; cut back quietly.

say what you mean and mean what you say. If a person says they will do something and then fails to do it they have lied.
I had a neighbor that promised his kids all sorts of cool things but never came through. One day I overheard his 12 year old son say dad promised me a new Fishing reel if I got an A in math but I know he is lieing.
Some one needs to tell bush even kids catch onto a liar's tricks.

Who was complaining about him spending too much on this? Certainly not the Democrats. Nor on No Child Left Behind (which was fully backed by Ted Kennedy, among others). Nor on increasing support for Americorps.

The point is, he takes public credit for spending initiatives that he then quietly abandons. He gets the praise without paying for it.

Theo, loosen up the foil hat for a second, this may shock you.

Contrary to what you may believe, the NEWSPAPER decided where to place the article. Not the president. You seem to think that the president controls the media but it has been demonstrated time and time again that it's very much the other way around.
