Same law has applied here for a long time... Not sure about bikes, though.

If I were to get loaded, it would be illegal for me to go sit in my own vehicle - assuming I had the keys.

And I don't see any reason why it should be legal.

As far as bikes are concerned -- since they are vehicles, and we must share the road, I have a hard enough time swerving to avoid dumb sober cyclists... let alone drunken, dumb cyclists.

Big deal on the license plates... They should have to have a big, yellow bumper sticker stuck to the left, right and rear sides of their vehicle that reads, "I HAVE A HABIT OF DRINKING AND DRIVING.".
