There are tons. Check out http://www.olga.net I think they have some links on there to tab writers. And I don't know if it's still around, but I was messing around with Bucket O' Tab back in the day. Worked pretty well.
I found a nice program and it's free. It's called Power Tab and the website is www.power-tab.net. Has lots of features and works pretty good. By the way I found guitar pro in my cds and it's infected. Can't extract it. Oh well.
