The governor is busy with the state's budget crisis and doubts that such an inquiry would appease critics, said Rob Stutzman, communications director for Schwarzenegger. Because of that, he has decided not to look into the charges himself — as he promised to do in the final days of the recall campaign — Stutzman said.
"The governor, in talking with counsel and advisors, concluded that there was very little point to the investigation," Stutzman said in an interview.
"The issue has become quite too political. He has apologized and continues to be sincerely sorry for anyone he has offended, but also thinks the time has come to move on.
"There's a lot of important work to do here. That's what he's completely focused on. He's doing the work as governor that the people have sent him here to do." (emphasis added)

So it goes with all politicians. Clinton poo-poo'd his behavior. GWB got away with it. Arnold's just following protocol. Name me one politician who has ever stood up to face the music. They're all sneaky little rats.

You mean, I'm politically incorrect? Should I not be flattered?
Sorry; it's not his nationality that's being mocked (although he's the first Governor I've ever heard of who retains dual citizenship -- Austrian and US). It's partly his accent (which is just as fair game as Bush's Texan accent), and partly a pun on "Gruppenführer", an SS rank, because of his long-ago favorable remarks about Hitler. He's also referred to as "Conan the Republican" and "the Governator" (or "the Gropenator"), because of his movie roles.
This isn't an ethnic slur; it's called satire. Maybe it isn't funny (that's a matter of taste), but it's not "insensitive".
