We didn't have coastal/airborne radar or satellites in '41. The Japanese fleets didnt sail a direct path either, coming in from the North and South, and avoided shipping lanes. There were indications of an imminent attack, some disregarded or slow with intel follow-up, but by no means did FDR allow several thousand US servicemen to be killed to justify a Pacific War.
