The Canadian dollar is called a "loonie" because there's a loon on the back (if I remember correctly). And the Canadian dollar has been strengthening vs. the U.S. dollar; thus a "surging loonie."
I thought it had something to do with a romance novel.

How does Canada handle non-citizens, or people who want to become citizens but shelter income in the lower '48, but want the social programs Canada offers?

I.T. is still a bad market to break into in Canada. Other markets aren't much better. If all you want to do is work at a fast food place or a department store then there's tons of those jobs up here.
There are a lot of companies looking for individuals who are skilled trades people (machinists, etc). Manufacturing jobs (automotive) on the other hand are still hard to come by, as they are everywhere.
