The problem with statements like that is that they apply to any one of a handful of countries. Does North Korea have them? Do we invade now just in case they do? Does Iran have them? Syria? When will we be satisfied that only "trustworthy" countries have nukes? Are we absolutely sure India and Pakistan won't lob some at each other? Do we know for sure that the Islamic fundamentalists in Indonesia don't have WMDs? Where do we stop? We can't invade everyone, and for sure the Europeans are going to help us for the foreseeable future.
Invading a country is a staggeringly costly endeavor, in lives, in money, and in international stature. It should not be done unless and until there is definitive proof of impending danger.
