Generally, a governor has the ability to intervene in parole decisions. Davis came down as "no way". Arnold, like others before him is a little more lenient.
BTW, it sounds like a second degree murder conviction, not to minimize the effect of murder on the victim who was porking his ex-wife.
This is why I am for the death penalty. If this was first degree, he should have been executed by now.
