Robert Heinlein described a gadget like this -- a gyrostabilized monocycle -- in The Roads Must Roll (1940). (Wasn't a major feature in the story, just a throwaway idea.)

Looks way cool man. But it will probably get a bad rap like the motorcycle.

By the way it isnt designed as a device to replace walking. It seems to be a car replacement.
