i read in a local newspaper that google isnt good for the internet and their newcomers, because google searches sites that have a good rank, so if there's already a good site about that subject, it always links to that site, and never link to new sites with the same content and maybe better than the old one!?

if this is true how can new websites (like mine) come into their ranking system?? do i have to advertise on big sites? does that mean that i will never have a chance to get a good rank till someone finds it?? but how shall he find it if he use google??
sry maybe i'm too stupid to understand this, but is google bad for newcomer pages??
