You know...I don't understand this way of thinking. I'd think the person who claimed it first would be the owner regardless of their tie to the name they bought.

The idea is to stop people "cyber-squatting". For example I buy every domain name I can think of that relates to your company and then extort a massive amount of money from you for them. There are a wide variety of different scams, such as buying a domain name that is close enough to yours to be a common typo and then pointing it to a porn site, but you get the general idea.

I believe the US has just introduced new legislation to deal with issues of a similar nature. No idea what the Iraq relevance is unless there is a proliferation of cyber-squatters in the middle east.
