Although I am troubled by the lack of WMD (from a where are they now standpoint). I still can not bring myself to believe that someone who was under crippling sanctions would destroy all of his weapons without bringing in inspectors to watch the process and verify their destruction. 8 years where saddam aggressively avoided giving up his toys while under intense international pressure. Then suddenly 4 years with out a political word, a note to Kofi, or france saying hey you guys win I am reformed please lift my sanctions. Even when america decided to take the battle on again he did not say OK check it out here is what we did. He resisted, procrastinated and ultimately got blowed up.
The only possible reason I can see for his actions is a tremendously clever ploy to discredit the US. (however I find this almost rediculously above his intellect).
My conspiracy theory.
1) Feed international intelligence agencies information (this would explain the universal nature of claims)
2) Destroy weapons stock piles in secret or move out of country/burry in moms backyard.
3) Passively resist inspections (Keep up plausible deniability)
4) Wait for US to get really steamed up
5) Yield a little on inspectors but still remain evasive.
6) When france veto's any action (OOOOPs)
7) Show the world you had nothing and discredit US8) Sanctions now lifted US discredited resume WMD production
9) Re-Start plans to restore ottaman empire with your new hero status in region.
10)Continue to kill mame murder people in growing empire
Hmmm, theo a bit creative there, I did not see it stated "They didn't have WMD programs;" for such a someone as skilled as yourself at pointing out such creative liberty, I find it strange how you could make such a mistake. I might even think there was a devisive nature to your creative liberty with his words.
