I have heard that these Admin people outnumber the teachers 3 to 1, which is ridiculous, granted.
But you know what else? 'Entitled people' with
"special kids", particularly retarded children. These people think nothing of forcing the school district to pay for round-the-clock care for these unfortunates, jacuzzis, chauffered cars, etc... the list of demands is endless.
If the school refuses to pay up, the parents bring in lawyers. These vermin then announce publicly that the school officials refuse to help poor little joey (pan the camera to the kid, who is crying and looking just heart-wrenching) and what do you think happens?
That's right, the school authorizes the $500,000 per year that it takes to make the parents happy (and get them to shut up). I learned this from a friend, Joyce A., who is the head of psychology for the LAUSD, and she just shakes her head. There is no way to contain this. It is a MAJOR racket these lawyers are running.
So the budget shrinks and shrinks, we get less teachers and more mooch 'administrators' and 'entitled people' payoffs.

They take the work home. When else do you imagine they have time to grade all the essays, evaluate all the test scores, log the kid's performance, write notes to the parents, meet with parents, etc.?

Yeah, but they put in 80-plus hours a week during the school year, and at THAT, dealing with oppositionally defiant little cretins (like me, for instance). Doesn't sound very easy to me, pal.
