I'm surprised it has taken so long. The demand for high-speed internet is very driven by file sharing. I'll even go out on a limb and say almost no one (non-professional) will pay for high-speed subscriptions to just surf. Yes, some do...but I would think the vast minority.

EDIT:

Ok, I forgot about the gamers...even though a lot of them do P2P, they still would subscribe for the ability to game online.
