The article doesn't specifically say any amount directly going to Africa has been cut. Yes, someone didn't even read past the first paragraph. Amazing title though: "Congress to slash Africa aid."

Agree with M_Six. This is what the government tells us, that's the official version. Maybe the Congress is using those 15 billion to buy each one of them a private airfield.
