member now but still no avatar

I recently became a member (im at 32 posts so im guessing the limit is 30 b/c i wasnt paying attention) but i tried to get an avatar and it still appears that it wont let me upload one just like if i were still a junior member. am i doing something wrong? is there a glitch in the site or my computer? am i incorrect in assuming that once a member you can have an avatar? or maybe im just crazy, who knows. but if you have any help to offer, please do so.
