What 404 page not found really means

Sorry, this is kinda unrelated to this thread, but is there a way to change the Error 404 page on your pc so if you get a 404 error, your own custom page is displayed instead of the standard IE one??

cracked, as far as I know that can only be setup on the server that the website is hosted from... I've been wrong before tho!!
