Officials were urged to arm the unmanned planes with missiles to kill the al-Qaida leader. But the sources say the administration failed to get drones back into the Afghan skies until after the Sept. 11 attacks.

The Bush administration was still refining a plan to use a Predator drone armed with missiles to kill the al-Qaida leader.
