Rumsfeld threatens Belgium

Belgian Foreign Minister Louis Michel said he couldn't understand why Rumsfeld had been so sharp because the law had been reformed to send lawsuits to a defendant's country if that country has a legal system that can handle a complaint properly.

"I don't understand it. Maybe he didn't understand the changes," Michel said on VRT television. "They were very pleased with the changes when we informed them about them."
