I remember having this arguement with one of my professors at college. I said that was stupid, if one day a person comes in and normally doesn't dress up nice and did and it was noticed that you can be charged with sexual harrassement just for this comment. I argued that this was stupid because the person normally doesn't dress up and when they dress up its going to be noticed.
I kept arguing that there is a difference between noticing a person had dressed up and complimenting them on that. As versas a person in a sexual way stating the same phrase.

I agree the line needs to be drawn.
