If a community disobeys federal law, they will be denied federal taxpayer money administered by the state. Since 2 out of 3 inhabitants are on public welfare, these hippies living there may have to go to work to be provide a tax base for their own independant revenue source. If they accept taxpayer money, they should obey taxpayers' laws.

The whole thing reminds me of something that happened in West Chester, PA some years back while I was living there. The local liberals got together and passed a "nuclear-free zone" ordinance. While they were patting themselves on the back for being so clever, someone pointed out that they had just rendered the local teaching hospital's nuclear medicine department illegal. Oops!! They reluctantly repealed the ordinance.

Due to California gov. Gray Davis's bad judgment relating to an energy crisis a few years ago and other fiscal matters that strains the budget, there has been a cutback to generous welfare programs in the state. Consequently, many hippy types moved north but were rejected by the state of Oregon so there are are large settlements in the smaller communities in northern Cal.

Due to economic conditions the smaller towns welcome federal food stamp recipients as a source of revenue for the community. Food stamps are used as a medium of exchange for product and services as well as food and is a federally subsidized welfare program.

The article I read from a Sacramento Bee newspaper reports it is easier to get food stamps than a job, and it is a godsend for many smaller communities. The two out of three is an estimate, but if the fed decided to cutback on food stamps some of these recalcitrant communities may have second thoughts.
