So once again we are talking about a picture of saddam from the outside of a palace I am assuming.

Since the story does not identify the item this would be my best guess.

As such I still say that such items would be considered garbage to iraqis, as such it is not stealing.

The kitchen utensile might be different but if this was a photo of the dictator destined for fire or shreading then I see no crime in that.
