Conceivably. At least that was the case a while ago. I'm not sure if it still holds true. Why have a PayPal account that only allows you to recieve funds?!
The fact remains - you're still not allowed to have an account.

Besides, the only credit card that could activate your account would have to have YOUR name on it, as PayPal does relatively extensive checks on whether or not your credit card matches your account info. You also cannot change your name in your account (at all), so you can't change it to match a credit card.
Be warned - if you screw around with the service, trying to manipulate the features, signing up for too many accounts, etc., your account(s) can, and will be suspended. This rings ESPECIALLY true for accounts that are
unverified.
