C'mon Creatures, get real will ya? Civilian casualties are inevitable in war, especially when the cowardly Iraqi army is hiding behind them and using them as shields.
Personally I've been struck at the change in attitudes towards civilians in war. In WWII both sides carpet-bombed cities with the INTENT of killing civilians. Now we purposely avoid tactically advantageous situations if civilians are at risk. The fact that a few civilians get killed iin a battle for a city is nothing new and is, in fact, unavoidable.
Any country that has had any experience at all in modern warfare would know this. Get my point?

Well, what I saw is that 2 US missiles hit a market killing 14 civilians and injuring 30. They showed the market place ablaze and firefighters putting off the fires.
US military reaction: Oops! Sorry. Missiles went astray.
Yeah, Right.
Point is civilians will get killed in war. Donald Rumsfeld and others must stop telling the world over and over that we are not targeting civilians. They are in fact targeting whatever they want and if civilians happen to be there, well, all they say is Oops, Sorry.
C'mon, Rumsfeld, you want to lose your credibility as your boss has? At least tell the truth to the American people.

It looks like the US/UK are trying as hard as they can to protect civilians. There will of course be mistakes, just like there were mistakes that killed our own troops. I bet the Patriot battery didn't purosefully target a UK jet, and a UK tank didn't purposefully target another UK tank. The civilians that have died have not been targeted on purpose. I guarantee.
Saddam's army on the other hand is doing quite a bit to cause civilian casualties. They are fighting from civilian populated areas, including a hospital. They are dressed as civilians. And now it looks like they are even shelling civilians.
Both sides will cause civilian deaths. It is inevitable in war. Which side do you think wants to keep the number of civilian deaths as small as possible? Use your head.

Answer to your question: US.
Point is this Rumsfeld talks in an extremely misleading way to the people in this country. Almost as if the American people are the enemy and he's doling out propaganda.
Yes, civilians will be killed and accidents will happen. But don't keep saying we are not going to kill civilians. Whether by accident or intent civilians will be killed and when they are killed let us admit it openly and not lie.
For example, the market they hit was "because missiles went astray". C'mon, who'll believe that?

| I do. Just as some missiles went into East Wasteland, Iran the other day. Do I think the US purposely threw away a couple million dollars worth of cruise missiles to take out some sand dunes? Not a chance. These are very technically complex weapons and stuff is bound to happen. Whether human error in programming or an onboard computer glitch, unintentional consequences are bound to happen.
Another thing, the Iraqis have been hiding in hospitals and behind civilians since Day One. I wouldn't put it past them to hide C&C centers in civilian areas. Their two-faced whining about civilian casualties makes me sick. THEY'RE the ones using them as shields. That doesn't justify the US purposely targeting civilians, but it does make Iraq's protests sound like the pot calling the kettle black.

And how do you suggest the Americans fight an enemy that hides among civilians, wears civilian clothing, pretends to surrender?
It's disingenuous to promise that civilians will not be killed. The difference is the US acknowledges when there is collateral damage. When Saddam intentionally gassed his own people, I don't recall hearing him apologize.
