I heard a correspondent on NPR say the same thing this morning. Saddam may have recorded that message long ago in anticipation of the start of the war. But I doubt we got him. He’s too crafty to set himself up to be taken out in an early surgical strike.

Body double or not it does not matter.

A body double would only mean that he was not going on air himself. There might have been a perceived risk to going to a studio so he decided that his body double would be a much better target them himself.

If proven to be a body double it would merely mean that saddam did not show up on tv himself. The why would still be the question.
