it would seem like appropriate measures for a critical condition.

if a fellar was running through US with a nuke my guess is that removing all other vehicles and pedestrians would make him stand out a bit.

what is so different from Yellow Alert to Red Alert? not a whole lot IMO.

I am not going to be one of those people sitting in my home in a state of fear glued to the damm tv waiting to hear if I can go outside my home.
