I forgot about that clip - gotta good chuckle.

He was making a speech (to which group of people / kids I'm not sure). What I find so funny is that he kept stumbling over a simple saying and got flustered and really screwed it up all the while trying to act as if he meant to say that. "Fool me once....ya can't ever fool me again".

No it's not an idiom.
If someone fools me or deceives me once then it's bad for them, they shouldn't have done that.
If I let them do it again. Then it's bad for me, I shouldn't have let them do it a second time.

Fool me once shame on you.
Fool me twice shame on me.

btw I like Bush and think that clip is hysterical
