games would be popular choice. possibly a low-end digi camera at the higher end of that price range.
in between those two, you could purchase cd-burners, upgrade video cards (check their system for specs so you buy the right item), a larger disk, even a couple of spindles of blank media, etc...plenty to choose from.
edit:
oh, some nice speakers are always popular w/the the teens.

For that price you have all 3 of the major consoles in your price range. The X-Box, PS2, and the gamecube. I would have to say either the x-box or the PS2 if you go the console route. Also they do come with 2 games in the sub $200 price range.
Other ideas would depend on what the kid likes, and what if any PC he has?
If he likes flight sims perhaps a Logitech Strike Force3d ($100 I think) and MS's new combat flight sim ($39 I believe). If he likes music a good logitech 5.1 speaker system like has been suggested (I say logitech because I have a pair of z-340's by them and they rock!). If hes a major gamer and has a slower vid card a GeForce4 might fit the bill.

Gift Certificate for clothes.... It's important to any Junior High/High School student to pick out their own clothes.
Maybe a personal MP3 player.

Tut tut tut! Dirty boy.. go take a cold shower.
On the other hand, Some of the deals available on the PS2 or Xbox are quite attractive...
