I'd assume they would have to get a search warrant for something like that. Don't believe a PI should have access to that .... legally.

I used to have a client named Milo Speriglio, he ran an outfit called "Nick Harris Detective Agency" in Van Nuys, CA.

We would hang out, and he told me some of the most outrageous scams for gathering information I have ever heard in my life!

One approach might be, "Hello, I am (insert the victim's name) and I lost my bill, would you please let me talk to your supervisor?"

Phone Co. personnel: "Well, maybe I can help you..." and the rest is just a con game.
