GZ, It looks like the Virginia gun laws are pretty restrictive. Vermont for instance allows anyone of age to carry concealed or unconcelled anywhere except for Government Institutions
without any permit or license required
Pennsylvania has reasonable CCW (Concealed Carry Weapon) laws that allow permitted citizens to carry concealed anywhere except for Federal buildings and Philadelphia. VA appears to be similar to PA and a majority of the States in that they have a "shall issue" CCW policy. That means that you don't have to have a reason for wanting a handgun carry permit, the State has the obligation to prove that you don't deserve one. This is usually just a matter of verifying that the information on your application is accurate and a criminal backround check... usually quite painless for all law abiding citizens
