I have also read that most computer systems in the Swiss AT Tower were down due to maintenance. Also instead of the minimum 2 controls that must be present, only one was present. The phone lines were down too, so German AT Controllers (with a reputation at being the best in the world) were not able to warn the Swiss of the oncoming catastrophe.
I think this is a rare situation where the blame rests entirely on one party.
Tragically and ironically, the Russian pilots Collision Avoidance system instructed them to rise, whereas the Swiss controllers instructed them to sink.
