In this situation, it is definately jail. We are not dealing with animals - neglect in itself, but much different than humans...

And my mom wouldn't have been so dang stupid.

Incredibly sad, just hard to believe. Surely everyone must know how dangerous that this is by now. I find it hard to believe that this sort of thing is still happening to children.
