Need some help finding elusive prey

No, it's not a snipe, it really does exist.

Actually, what i'm trying to do is find updated building codes in New York City, specifically after 9/11. I'm not even sure where such records are kept, and if they are even entered into an online database. More specifically, I am looking for my mother to help her with a business she's developing. It has to do with alternate methods of emergency lighting.

There is a company called Coburn that manufactures SAFE-GLO and it is stated that the film "exhibits all properties to meet recent law enacted by New York City related to the phosphorescent signage required in all new buildings and most existing buildings."

I'm not familliar with the NYC codes, but I can tell you this about code compliance in general:
No mater what's in the code, the local building department can return your plans for changes based on the assumption that the codes as currently published do not address the local building needs as they are currently interpereted/understood by the local building officials.

The "understanding" of the local officials changes frequently, at least in California, and with little or no advance notice. Often there is never any notice published. The closest you're gonna come before submittal is to talk with a consulant who's done a recent backcheck on a similar project.

Codes should be found free, on-line, considring the frquency with which they change. Unfortunately, you have to actually buy them, though this purchase usually entitles you to free updates & erratta sheets: until the next code is adopted. Then you pay again.

Again, my advice is to get a consultant who's business it is to know and interperate the codes. These things are not to be taken at face value. They are often poorly cross referenced, and self contradictory. Their logic is often interperated in different ways, in different localities. You need someone familliar with the currently practiced interperatation, in your locality.

If you intend to patent or produce something original and new, get a patent attourney to draw up a non-disclosure & have any consultants sign it.
