If that doesn't explain it well enough (the link) Heatware is a site created to keep records of trader evaluations - created by Heat23 himself with the assistance of Rage and his brother Mr_sonicblue.
You don't exactly "get" Heatware, you earn it via your trading record. It is up to the person you are trading with to submit a rating - good or bad. Others can then check your trading history to see if you are trustworthy, prompt, etc.
It's a tool for checking a trader's past history. Shouldn't be wholly relied upon as the definitive answer to a particular trader's trustworthiness, but can be an extremely good indicator.
