Outdoors Need help/advice in being diplomatic abt school

I have this crackpot teaching assistant for my Calc class. First off, he's NOT a good teacher. I'm stupider when I leave his class. But, that's not my main argument...
My *real* problem is that he's not responsible, he doesn't take our class seriously, he doesn't respect any of the students, and he's basically an all out jerk! He mumbles to himself, seems like a lunatic. He'll get halfway through a problem then mumble for 5 minutes while pulling at his hair about how he doesn't know what's going on. Yet, he still manages to tell us how stupid we are every day.
He got into this thing where he was 5-10 minutes late for class EVERY DAY! Then, it got to the point where 1 out of the 2 classes a week he wouldn't even show up. Finally, some students complained about this behavior.
Since that complaint, he has been showing up on time, and coming to class. However, his behavior is very vindictive... he wants to get us back. And he's very transparent about it.
He came in today, telling us that everyone did so terrible on our Tuesday test.... Then, he couldn't figure out what to talk about, and decided we didn't have enough quiz points, so he gave us a problem that would take an average person about 45 minutes to completely finish (enough to take up the rest of class time). Then, he sat up there, arms crossed with a smirk on his stupid face.
This just finally was my last straw. I got up, walked out, went straight to the math department and lodged a formal complaint. I was told to write a letter and then have other people sign it, so it could be given to the director of graduate studies.
I am trying to emotionally get it all out, so I can be diplomatic in my letter.
Does anyone have any thoughts/suggestions on what to say in the letter, and/or what else I could do?

The best thing i can suggest is, be truthfull and lay out all the facts. Don't ramble.

I kinda like GroundZero's comments...whatever you do, Geekgrl, make sure your report is free of H. E. and R....Human Emotion and Reaction.
Just write it up with what occurred, time frame, and its effect. Let the people you're writing it to do the evaluation of this guy's behavior. More effective that way.

Make sure to mention that all of you are paying for this education and you expect to have a qualified instructor.

Learn to deal with it unfortunately. Adapt, improvise, overcome. I've never seen anything lead to change around here with problems like that.
