why can't rappers get arrested for....

in a rap song you repeatedly hear them say "i kill cops" or from this one song "i saw a cop but i had to shoot him"
can't that be taken as a full confession? if you wrote an article in a newspaper that said "blah blah yeah i killed this guy then i shot a few cops" then signed your name would they take that into consideration?

No, of course not. It's "art". Granted it's a distasteful pathetic excuse for art. What about all the murder/mystery writers or the people who write horror movies...should they be arrested as well?

If I post a comment that libles (sp?) a group (cops) on-line I can be held accountable for that lible. But if I sing it, I'm free and clear?

I don't think you can libel a group of people like that. You can only libel an individual or an entity (like a company or corporation). Making general comments about groups of people isn't specific enough to be libel.

writing murder novels is different because it is other characters who did it, in rap they actaully say I killed that cop

You mean to tell me you have never even heard of a movie or book that tells the story from the murderer's point of view. You need to get out more...or maybe stay in more, and read.
