Frankly, I'm surprised they didn't start long ago. It would have been much easier to get voter approval BEFORE usage became widespread, since many - if not most - folks will vote yes to any tax which they percieve as not affecting them personally.

Every time this discussion comes up, someone says something like "there's no way to tax this" - but really, it's easy. Just tax the providers!

My prediction: A small "per-user" tax or surcharge that AOL, MSN, Charter, etc. could absorb, but the "little guy" would HAVE to pass on to subscribers. Eventual result: No more little guys, just a handful of huge ISP's. Then those remaining announce that they can "no longer afford" to absorb the expense and MUST charge the consumers, even though they "have gone to great lengths to avoid this measure"

Personally, I vote a strong NO to any tax of any kind - including school bond issues!! No matter WHAT the money is needed for!! NO EXCEPTIONS!!

And I base this cold, heartless opinion on the FACT that we pay more than enough now and that the funds should be distributed differently rather than always expecting more from the taxpayers!!!

Hi Ed_S:

Think you may be on to something here (just tax the providers).

Just thought I would bring up the fact of goverment incentives. Does anyone here have the numbers on the amount of our tax dollars that are given to the ISP's each year? And just think, the goverment wants more tax tax income, so instead of stopping incentives they want to tax the users...

In a way, it is already (well in some cases).

You are taxed (well, we are) on your fone bill, so if you use either a flat rate & open access or you use a 'per minute' access, you're taxed on it (VAT in this country). Same goes for broadband - you'll pay VAT on yer bill.
