help with a new avitar

i need a need some help with my avitar. I want to animate it but have to idea how. Anyone wanna do it for me?? I would like to to have tire smoke comming out from under the bow tie. Like a car peeling out. Can some one help me? I just got Uleed gif animator and need some helpwith it. I have no idea where to start. Anyone have any tips?

I would try to offer you some tips on Ulead but I've never used it, sorry.
But we have already started on something for you based on your thought.
