I really hate to say this, as I loath the concept of "it's not their fault, it's society".
BUT -
in this case - the victims share the blame for whatever the child is allowed to do next.

They should have filed charges, sued, or whatever it took to get that mother's attention & get her to straighten him out - plus this would have created an official record if anything more happens.
If the mother is unable to stop this at
age 3, what will this kid grow up into? With proper records, a court could take custody when enough evidence accumulates.
Sounds to me like a potential teen-age mass-murderer with no sense of right & wrong!
