Subways "disasters" in West Virginia ?

The Center for National Response--an agency of the Defense Department (DOD)--is actively training various response personnel (FBI, military, etc.) for a possible Subway catastrophy in New York City.

I suppose other Cities like San Fransisco, Chicago, (Miami ?) can also benefit.

In Standard, West Virginia, in a maze of tunnels (post-mining ?), various task forces are at work enacting possible scenarios of Subway disasters--sort of "Urban War Games".

What I don't understand is why a Hazmat task force is overseeing the post-September 11th work at Ground Zero , but that outside private contractors have been bought in ?

Actually, they seem to have done a faster job than most New Yorkers--accustomed to Government delays [* *See example below]--ever expected. But still, and I hate to put it so bluntly, wouldn't have been a training experience to have to deal with this horror of a man-made disaster for DOD teams who might have to deal the like in the future?

And truth be told, I never ever thought things would come to this.
Still, as the saying goes, better safe --or at least prepared--than sorry.

And the people of NYC are still united--more than I have ever seen --in my entire life living here.
