My guess would be, somebody who MAY want to make some bombs? The person bought a different number of propane tanks than teddy bears (and I don't understand the significance of the BB's) .

BB's\Tacks\Nails = payload/shrapnel

Remember the '96 Olympics? The blast was bad, but the shrapnel did the damage.

The propane would work and it would increas the chances of burn / fire damage as well. Propane would be in the class of low velocity explosives like black powder.

Just happened to remeber something else. When I was in my early twenties they used to make and sell a bb machine gun. There where two styles one was crank operated. Care to guess what the other one used? That was one destructive toy too. Friend of mine had one.

You are right about the freon canisters. But you could get almost the same velocity from propane, and it isn't restricted (yet) like freon.

Teddy Bear bombs? The Soviets did that in Afghanistan. They put explosives in toys and handed them out to kids. Nice people those Soviets.
